Introduction

Education Training Center, Dhulikhel Kavrepalanchok is a leading institution under the Ministry of Social Development of Bagmati Province. It lies about 30 kilometers east of Kathmandu. It is primarily mandated to conduct capacity development activities for school level teachers and other civil personnel according to national curriculum framework and national quality standards. In addition, it conducts research related to curriculum and monitors the implementation of school curriculum.

Education Training Center Dhulikhel was first established in 1996 as one of the nine Primary Teacher Training Centers (PTTCs) under National Center for Educational Development (NCED), which came to exist in 1993 as an apex body for human resource developmnet in the field of education. The center used to conduct various in-service primary teacher training programs.

In 2004, the Secondary Education Center (SEDC) and Distance Education Center (DEC) were merged into the NCED. Likewise, all the PTTCs were renamed as Educational Training Centre-As; and the Secondary Education Development Units (SEDUs) were restructured into 20 Educational Training Center-Bs and the 5 Educational Training Sub-centers. Educational Training Center-A Kabhrepalanchok used to lead ETC-B Kathmandu, ETC-B Nuwakot, and ETC Sub-center Dhulikhel. Previously nine districts Bhaktapur, Dolakha, Kabhrepalanchok, Kathmandu, Lalitpur, Nuwakot, Ramechhap, Rasuwa and Sindhupalchok were its catchment area.

The center came to exist in the present form in 2017 along with the implementation of the federal governance structure in Nepal. The thirteen districts of Bagmati Province Kathmandu, Lalitpur, Bhaktapur, Kabhrepalanchok, Sindhupalchok, Dolakha, Ramechhap, Rasuwa, Nuwakot, Chitwan, Makawanpur, Dhading and Sindhuli are its catchment area.

The Center has been conducting various capacity development activities for the educational personnel working in the local governments within the province, school head teachers, teachers and other personnel. The main training programs include Teacher Professional Development (TPD) certification training, leadership training for the school head teachers, refreshment training and training for the educational personnel working in the local governments. In addition, the center conducts research, field visits, provides technical support to the teachers, and monitors the implementation of the training and the school curriculum.

Functions of Educational Training Center

  1. To conduct professional development activities based on National Curriculum Framework and National Quality Standards. 
  2. To conduct research related to curriculum and to monitor the implementation of curriculum.
  3. To conduct training for the effective implementation of school curriculum.
  4. To coordinate with the provincial and local governments with regard to activities related to curriculum and to provide technical support to them.
  5. To implement the policy of the government in the areas of national curriculum and human resource development.
  6. To develop standards for teacher development and to implement them.
  7. To develop and distribute materials for training and other reference materials.
  8. To provide equivalence to teacher training.
